qp() in Octave 3.0.0 returns result egregiously violating input constraints

I tried reordering the problem and found that feasible solutions  
resulted.

It appears that divergence for this example is very sensitive.

I assume this is expected (given Gariele's educated post)..

Perhaps there is nothing to be fixed?
