The manual is often lacking in the recent additions to Octave ...  
volunteers to keep it up to dater are always welcome ;-)

As colorbar was added to the octave sources in November and 3.0.0 was  
released later, colorbar is likely present (someone correct me if I'm  
wrong).

In either event, you can check/confirm. What do you get when you type  
"help colorbar" at the octave prompt?
