Octave UI 3.0.3 and 3.1.50

Didn't I already answered those....?

1) OctaveDE (== Octave UI) was only provided in 3.0.1 release as
a technology preview. It is in early development stage and I decided
not to ship it until some important develpoment milestones are
reached.

2) Running an octave script from SciTE starts a new octave session
and runs the script. At the end of the script, this octave session ends
and all figures are closed. The integration of octave and SciTE is
pretty loose and you can't expect better from it. If you want to keep
your figures opened:
2a) run the script from the octave prompt
2b) add "pause" at the end of your script
