I do not understand the "the crucial missing part is a volunteer to 
implement and manage it" part.

This is because, as I said, services like sourceforge.net, berlios.de give
this feature for free.

I.e. just host (at least) part of 'octave' on sourceforge.net or  
berlios.de servers (after registering the project), and the "implement"
part is a non-issue.

I do not quite understand the "manage" part. I.e. users submit bug reports,
developers ask for extra info if needed, confirm or disprove the bugs,
etc. More or less like now with the mailing list, just there is easy
tracking and statistics, with every new release it's easily possible to
say which bugs have been fixed and which not.
