One thing I should also add is that I started putting Author tags in
.m files for the same reasons I believe they are in Emacs Lisp files,
and that's so that when there is a bug it is easy to send mail to the
author of the file to ask for help in fixing the bug.  The Emacs
maintainers actually do use these tags in their files, but that's not
the way things typically work for Octave.  Also, the author
information is usually available somewhere else (ChangeLog or revision
control system) so having the tags in the .m files themselves is
probably not that important now.
