If we decide to get rid of attribution on a per file basis, then the
Author lines can't stay in the file in any case. However, if we respect
the authors name with the mercurial changesets, then the same ability
will be maintained through mercurial itself.. I'd prefer to have no
attribution in the files themselves..
Do this mean we need an "Octave Foundation" that represents all
contributors that holds the copyright? Probably, but IANAL..
