Octave 3.0.1 bug_report fails

Is the bug_report script actually of any use on Windows? Most of the
information in it is from the configure step and I guess you know how
you built the installer :)

Just let it print out something like 
"Send bug report to address and include the following version
information".

Wouldn't that suffice for you?
