That's actually pretty unlikely[1]. The package probably prefers atlas, but
it should be possible to deinstall it and install blas/lapack.

If not, file a bug against harminv.

[1] Atlas is not available on all architectures Debian supports, so most
maintainers use OR alternatives for provdiding the dependencies, meaning
atlas will be preferred, but you can install blas and deinstall atlas
easily.
