It does, thank you. However, suppose I am a person who is ignorant of
what libraries are precisely, and read this:

Then I could ask myself: what are the FFTW libaries, and what should I
do to initialize them?
Maybe this one solves this problem:
When Octave starts up, it initializes the FFTW libraries, which read a
system wide wisdom file (typically in /etc/fftw/wisdom). This file
allows wisdom to be shared between all applications using the FFTW
libraries.
Also, towards the end, one could add something like the following, as an
alternative to saving and restoring one's own wisdom:
Wisdom strings generated by Octave can also be appended to the system
wide wisdom file; this way, applications using FFTW, including Octave,
will read them at startup.
