I don't see this problem.

I see this, plus the lower part of the plot is This happens for me
with gnuplot 4.2.2 as well as a recent checkout of the gnuplot
sources, so I suspect that the layout calculation is wrong in Octave.
I used the x11 terminal in both cases.
Sorry, I don't have a fix.
