bug_report() doesn't work

Does this problem happen for you when using Octave from a shell
window, or only when using the qtoctave interface?  It sounds like
qtoctave is not attached to a terminal window, so starting an editor
that requires a terminal is not likely to work.

What is the value of the EDITOR variable in your envirionment?
