'pkg install ...' failure Octave 3.2/Vista SP2

The following snippet may indicate a bug in Octave 3.2 on  MS Vista
(Ultimate, SP2).  Note:  In spite of the message, the octave installation
directory (and sub-directories) is not write-protected.
