changeset to provide a means of removing Octave versions

The attached changeset provides the command:
make uninstall_ver <version string>

The effect is to remove all the files installed as octave-<version string>

It also appears to me that the command make uninstall contains
bugs.  A comparison of uninstall_ver and uninstall shows the differences.
But, uninstall may be intended, at least in part, to work the way it does.

Anyhow, I will look at a modified uninstall to be sent in
a separate changeset.
