execve()

I am trying to execute a PHP script and I found this funtion (execve) on a
mailist.
How  do I use this?
I have a php page the takes data plots and adds them into a directory, and I
need to run octave/gnuplot  against the files using surfc.m which would
provide a surface plot.

I have tried this with no output, supposedly the gset term png is gone from
gnuplot.

/usr/local/bin/octave -qf /usr/local/share/octave/3.0.1/m/plot/surfc.m
/var/www/html/tempcode/2484.oct
