Launch error

After installing Octave 3.0.3 on my Vista Home Pro laptop, whenever I
try and launch the program I get the following error message

 

 The application has failed to start because its side-by-side
configuration is incorrect. Please see the application event log for
more details

 

Does anybody know a way of fixing this problem.
