commands failing in stand alone programs

Does anybody have an idea why commands like load, pkg ..., who(s), etc.
return a structure instead of either printing out the results or loading
variables
when an executable is linked to octave 3.0.1 libs?  
I am using 

eval_string(string, false, parse_status);
