error installing package miscellaneous

I'm attempting to install the package optim, which I think requires 
miscellaneous. I'm using Octave 3.1.55 and attempting to install 
miscellaneous 1.07 on a i386 ubuntu linux system but get the following 
error when doing "pkg install" from within octave

I do have the headers installed. Any suggestions?
