nonlinear constrained inter-temporal optimization

Hi,
I need to determine if I can use Octave for a multi-region economic model that calls for nonlinear constrained inter-temporal optimization. I'm reading about some of the optimization tools for Octave.  I would appreciate communicating with anyone that has Octave experience with this type of solution.
