Comfortable Octave usage on Windows

Hello,

at university I started to write octave integration for the netbeans  
ide. It's not yet finished but recently reached a stable -and  
hopefully useful- status.

It should be interesting especially for students who are new to octave  
and for programmers dealing with different programming languages (i.e.  
java and octave).
