You have downloaded source code, which has to be compiled. If you just
want to use (and not modify) Octave, it is usually easier to use
binary packages - if you are using Windows, there is standard
installer available from octave.sourceforge.net (click on Windows
installer, then choose octave-3.0.3-setup.exe). If you are using
Linux, it is possible that your distribution already allows to install
octave through its package-management system (e.g. apt-get in Debian,
Yast in SUSE etc.).
