[help] install octave-forge (signal)

I want to install octave-forge (signal-1.0.10.tar.gz). I downloaded it from
http://octave.sourceforge.net/index.html, and I tried to install based on
"how to install package" which written on the web. But I got the error. The
following is an error message from Octave prompt :

octave:1> pkg install signal-1.0.10.tar.gz
error: the following dependencies where unsatisfied:
   signal needs optim >= 1.0.0
 signal needs specfun >= 0.0.0
octave:1>

I use Ubuntu 8.04 and Octave 3.0.0

any kind  of help is appreciated.
