How can I re-compile liboctave.dll for MSVC?

Sorry that this may be a very old version, but I am quite new to Octave.

 

I am attempting to rebuild the liboctave.dll with MSVC.  How may I begin
doing so?  Is there a standalone package for liboctave.dll?
