How can I re-compile liboctave.dll for MSVC?

There's no binary release of octave compiled with MSVC anymore. Octave is
theoretically compilable with MSVC, but you're on your own. I guess the easiest
for you would be to write your own solution file or Makefile's to
compile liboctave
with MSVC.
