++ operator is not efficient

In such a manner what is difference between Octave and low level languages
such as c++ . If you use array processing capabilities you can increase the
efficiency of the language. for example in computing histograms , one
dimensional or higher, if that method is implemented speed of computation is
increased.this method is implemented in IDL "Interactive"
Data Language". and is very efficient.
