Looking at

http://sourceforge.net/project/showfiles.php?group_id=202130

You'll see that FTGL 2.1.3 is at RC5 and is not considered stable, which
explains why there are no RPM versions of this code. It appears debian
jumped the gun by upgrading to this version.
