I don't believe there is a strong dependency on PERL in the build 
process at the moment. But this change will make it so that the build 
will fail without PERL. This patch therefore needs a bit of discussion 
before it is applied.

I applied the easy patches you sent above, though its not obvious to me 
this is the right solution, and I don't have time to really check 
today.. Any comments from others on the validity of this patch?
