Probably you are hitting the DNS problems that have recently caused
trouble for the octave.org domain.

Currently, ftp.octave.org is supposed to be an alias for
velveeta.che.wisc.edu.  You can also find the sources at ftp.gnu.org
in the directory /pub/gnu/octave.
