[CHANGESET for release-3-0-x] Do not read/save history if --no-history

Octave 3.0 does not honor --no-history.  The changeset attached below fixes
the problem and is being currently applied to the Debian package (it fixes
Bug#514802).  The problem is already fixed in Mrecurila for 3.1.  Please,
consider it for release-3-0-x.
