clear all inside function

I agree that it is somewhat useless, but apparently there is code out
there that uses this "feature".  So then we will get people trying
that code in Octave, getting an error message, and then complaining to
us that Octave sucks because the code works perfectly in Matlab (and,
I think, in Octave 3.0.x).  So if there is an easy way to allow this
to work in Octave with the new symbol table, then we can avoid these
kinds of potential complaints.
